Patrick AEBERHARD, MD

Le Docteur Patrick AEBERHARD est médecin cardiologue ,il a été chef de service de cardiologie au centre cardiologique du nord à Saint Denis prés de Paris de 2002 à 2015. Il a eu parallèlement une activité humanitaire. Il va être Président de Médecins du Monde de  1986 à 1990 puis Président d’honneur.  Ardent défenseur du concept de : « santé et droit de la personne » qu’il va élaborer avec Jonathan Mann en temps que Président de Médecins du monde. « Colloque Droit des personnes séropositives et malades du sida. AIDES et MDM. Octobre 1987 ». Puis aux USA ou Jonathan Mann dirigera la section américaine de MDM (doctors of the world) à partir de 1992. Il va avoir un rôle décisif en France en développant le concept de réduction des risques liés à l’usage de drogues.

D’abord à MDM puis auprès du Ministre de la santé enfin en développant un programme international avec l’IHRA. Colloque à Paris en 1997. Son action avec les différentes ONG va transformer la politique française envers les usagers de drogues.

Il est l’auteur de nombreux articles et livres.


Serge AHMED, PhD

J’ai réalisé ma thèse de Doctorat – soutenue en 1995 – sur le rôle du conditonnement Pavlovien dans les addictions aux drogues (Superviseur : Dr Martine Cador, Unité Inserm U459 du Pr Michel Le Moal). J’ai ensuite orienté mes recherches postdoctorales vers l’étude des bases neurobiologiques des transitions usage-addiction et abstinence-rechute (Laboratoire du Pr George Koob, The Scripps Research Institute, La Jolla, Californie). Depuis mon recrutement au CNRS, en décembre 1999, mes recherches portent principalement sur la neurobiologie des addictions et allient des modèles expérimentaux très originaux à des outils d’enregistrement et de manipulation de l’activité neuronale de pointe. Depuis janvier 2011, je dirige une petite équipe de recherche sur ce thème au sein de l’Institut des Maladies Neurodégénératives (IMN, dirigé par le Dr Erwan Bézard) qui appartient au Bordeaux Neurocampus. Outre mon intérêt scientifique particulier pour la neurobiologie des addictions, je m’intéresse aussi à des problèmes plus fondamentaux qui concernent, de près ou de loin, le vaste domaine des neurosciences, tels que, par exemple, les relations dichotomiques « objectif-subjectif », « matière-esprit », « cerveau-comportement », « déterminisme-libre arbitre », « simulation/modèle-réalité », « individu-groupe » etc. Mon intérêt pour ces problèmes m’entraîne souvent loin de ma discipline-mère, la neuropsychopharmacologie, vers d’autres disciplines très diverses (e.g., philosophie de l’esprit ; épistémologie ; mécanique quantique ; thèorie des probabilités ; logique ; information ; histoire des sciences ; modélisation mathématique ; intelligence artificielle ; psychologie comparée ; évolution ; systèmes complexes etc).


Marc AURIACOMBE, MD

Marc Auriacombe is a Professor of Psychiatry and Addiction medicine at the Medical School of the University of Bordeaux, Bordeaux, France and an Adjunct Associat Professor of Psychiatry at the University of Pennsylvania, Philadelphia, PA., USA. He is the director of an addiction research team at CNRS USR 3413 Sanpsy and medical director of the Addiction Treatment Services of the Charles Perrens Hospital and CHU Hospitals in Bordeaux, France. He is the principal senior investigator of an integrated addiction research program funded by French national and European funds. The focus of this research is on commonalities of addictive behaviors whether related to drugs (tobacco, alcohol, cannabis, heroin, cocaine and other drugs) or other addictions (gambling, internet gaming, food, etc.). The objective is to better characterize the phenomenology of addictive behavior and its determinants. Marc Auriacombe was awarded the EUROPAD Award 2002 « Chimera d’Argento » « Dedicated to all those who dream of a better world for drug addicts » and has published over 200 papers in research and educational journals and books in English, French and Spanish. Over the past 25 years, Marc Auriacombe has been a member or collaborator of several French (ANDEM, ANAES, HAS, AFSSAPS), European (EMCDDA, Pompidou Group, Cochrane), North-American (NIDA) and International Agencies (WHO) related to health and addictions and member of advisor groups for the French Government (MILDT, CNA).

Marc Auriacombe was appointed by the American Psychiatric Association member of the Substance-Related Disorders DSM-5 Workgroup (2007-2013).

Marc Auriacombe est Professeur à la Faculté de médecine de l’Université de Bordeaux et Adjunct Associate Professor à l’Université de Pennsylvanie à Philadelphie, USA. Il est directeur-adjoint du Laboratoire Sanpsy (CNRS USR 3413) et responsable de l’équipe « Phénoménologie et déterminants des comportements appétitifs ». A l’hôpital Charles Perrens (Bordeaux) en lien avec le CHU de Bordeaux, le Pr. Marc Auriacombe est chef du Pôle Addictologie qui regroupe un ensemble de services sanitaires et médico-sociaux de prise en charge et de prévention des addictions avec ou sans substances, ainsi qu’une unité de formation et de recherche hospitalière. Marc Auriacombe est entouré d’une équipe pluriprofessionnelle de plus de 40 personnes et dirige avec Mélina Fatséas (MD, PhD, HDR) un programme de recherche sur les comportements addictifs dont l’objectif est de mieux caractériser la phénoménologie des conduites addictives et ses déterminants. Ces recherches s’appuient sur les méthodes de l’épidémiologie, de la sociologie, des neurosciences cliniques et de la psychologie.


Nicolas AUTHIER, MD, PharmD, PhD

Inserm 1107, Université Clermont Auvergne, CHU Clermont-Ferrand. Professeur des universités et praticien hospitalier, chef du Service de  Pharmacologie Médicaleet du Centre d’Evaluation et de Traitement de la Douleur du CHU de Clermont-Ferrand (www.pharmacologie-clermont.fr). Médecin psychiatre de formation spécialisé en pharmacologie et addictologie, il s’occupe notamment de la consultation pharmacodépendance et du centre addictovigilance(www.addictauvergne.fr). Ses travaux de recherche, au sein de l’UMR INSERM 1107 NEURO-DOL, se focalisent actuellement sur les liens entre douleur et addiction mais aussi sur l’optimisation du bénéfice-risque des antalgiques et plus particulièrement sur le mésusage des médicaments opioïdes chez les patients douloureux et les patients dépendants ainsi que sur les stratégies de sevrage en opioïdes.Il développe notamment pour cela des études cliniques et pharmaco-épidémiologiques sur bases de données centrées sur les opioïdes (antalgiques, substitution).Il est président de la commission des stupéfiants et psychotropes de l’ANSM depuis février 2016. En 2017, il créé l’Observatoire Français des Médicaments Antalgiques (OFMA).


Amine BENYAMINA, PhD

Amine Benyamina est Psychiatre Addictologue à l’Hôpital Universitaire Paul
Brousse à Villejuif, il est également Professeur des Universités à la Faculté
de Médecine Paris XI.
Il est responsable de plusieurs Diplômes Universitaires nationaux et
internationaux.
Il est responsable du Centre de Recherche et de Traitement des Addictions.
Il est Président de la Fédération Française d’Addictologie (FFA).
Il est Président de l’Association Franco-Maghrébine de Psychiatrie.
Il est rédacteur en chef de la revue Alcoologie et Addictologie et
administrateur de la Société Française d’Alcoologie (SFA), de l’Association
Française de Psychiatrie Biologique et Neuropsychopharmacologie (AFPBN).
Il est l’auteur d’une cinquantaine d’articles scientifiques référencés traitants
des questions de thérapeutique, de biomarqueurs et de comorbidités
psychiatriques et addictives.
Il est également l’auteur de nombreux ouvrages à vocation académique et
pédagogique et a coordonné plusieurs ouvrages collectifs.
Il est également l’auteur d’ouvrages plus grand public traitant des questions
d’addiction notamment le cannabis et l’alcool.
Il est le fondateur du congrès de l’Albatros, un congrès international
d’addictologie qui se tient tous les ans à Paris.


Nicolas BONNET, PharmD

Docteur en pharmacie, spécialisé en santé publique et formateur en entretien motivationnel, j’exerce depuis 1999 dans le domaine de l’addictologie où j’ai pu développer des compétences spécifiques dans la clinique des addictions en milieux institutionnel, associatif, hospitalier et universitaire.
Je suis actuellement directeur du RESPADD, Réseau des établissements de santé pour la prévention des addictions et responsable de la consultation jeunes consommateurs de l’hôpital Pitié-Salpêtrière à Paris. Le RESPADD, le plus important réseau de santé national, qui fédère près de 850 établissements de santé (hôpitaux, cliniques, EHPAD, établissements médico-sociaux…).

Jean-François CORTY, MD

Jean-François Corty est médecin, diplômé en sciences politiques, Directeur des Opérations Internationales de Médecins du Monde depuis février 2016, après avoir été Directeur des Missions France à partir de 2009, et médecin bénévole à l’antenne de MDM de Toulouse en 1998. Auparavant, Jean-François Corty a travaillé avec l’association Médecins Sans Frontières en tant que Médecin Terrain (Afghanistan, Erythrée, Liberia, Niger) et Chef de Mission (Iran, Niger), ainsi qu’au siège en tant que Responsable de Programme. Il est chargé d’enseignement à l’Institut d’Etudes Politiques de Toulouse depuis 2009.


Maurice DEMATTEIS, PhD

Neurologue, Professeur d’Addictologie et de Pharmacologie, fondateur et responsable de la Clinique Universitaire d’Addictologie du CHU de Grenoble. Assesseur du Doyen à la Faculté de Médecine de Grenoble, il y a réformé les études du premier cycle des études médicales et a contribué à développer et à structurer l’enseignement de l’Addictologie dans sa Faculté et son interrégion. Il a participé à différentes études muticentriques nationales, aux différents groupes de travail nationaux (alcool, antalgiques morphiniques, substitution opiacée, nouveaux produits de synthèse / nouvelles substances psychoactives) et à la rédaction des dernières recommandations en Alcoologie. De par sa formation, il s’intéresse particulièrement aux addictions médicamenteuses, à leur caractérisation et à leur prise en charge. Enfin, il a développé le programme ETAPE, programme novateur inspiré de l’éducation thérapeutique pour l’entourage de consommateurs.


Don DES JARLAIS, PhD

Don C. Des Jarlais, Ph.D. is Professor of Psychiatry and Preventive Medicine at the Icahn School of Medicine at Mount Sinai, and Guest Investigator at Rockefeller University in New York.

Dr. Des Jarlais is a leader in the fields of AIDS and injecting drug use, and has published extensively on these topics including articles in:  New England Journal of Medicine, JAMA, Science and Nature. He is active in international research, having collaborated on studies in many different countries.  He serves as consultant to various institutions, including the CDC, NIDA, the National Academy of Sciences, and the World Health Organization.  His research has received numerous awards, including a NY State Dept. of Health Commissioner’s award for promoting the health of persons who use drugs.  He has formerly served as a Commissioner for the National Commission on AIDS, as a Core Group Member of UNAIDS Reference Group on HIV and Injecting Drug Use and as a former member of the Scientific Advisory Board of the President’s Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board.


Jason FARRELL

Jason Farrell is the founding executive director of Positive Health Project, Inc. (PHP), New
York City’s first multi-service harm reduction program. Mr. Farrell pioneered the design and
implementation of truly integrated care – opening the nation’s first medical/dental facility colocated within a needle syringe program. PHP became the first one-stop-shop for
comprehensive primary/secondary prevention, medical care, substance use treatment and various science-based interventions to minimize risk behaviors. As a result of his leadership and innovative work, Jason was presented with the Travis Jenkins Award at the 17th International Conference of Drug Related Harm.
Prior to leaving the United States, Jason was retained by the Center for Disease Controls’ Diffusing Effective Behavioral Interventions (DEBI) Team to co-author two behavioural interventions and become a national trainer assisting with implementation.
Presently Mr. Farrell lives in Amsterdam and works with the Correlation Networks European HCV and Drug Use Initiative. He currently provides capacity building trainings, technical assistance integrating HCV prevention and treatment support services, as well as building support among the Initiative’s member organizations.


Andrew FREEDMAN

Colloquially known as Colorado’s Marijuana Czar, Andrew was appointed the state’s first Director of Marijuana Coordination by the Governor. He ensured the efficient and effective regulation of Colorado’s recreational and medical marijuana while promoting public health, maintaining public safety, and keeping marijuana out of the hands of children. He managed hundreds of millions of dollars of marijuana tax revenue and guided the administration through difficult regulatory, legal, and personnel issues as Colorado became the first state in the world to regulate recreational marijuana. He led the administration through difficult challenges: unique regulatory structures, the gray and black market, lack of banking, pesticide regulation, tax work, public education campaigns, edibles regulation, hemp regulation, and countless other topics. He has been featured by 60 Minutes, NBC Nightly News, The Today Show, The New York Times, The Wall Street Journal, The Boston Globe, and dozens of other national and international news outlets.

Andrew holds a J.D. from Harvard Law School and a B.A. in philosophy and political science from Tufts University. Prior to being the Director of Marijuana Coordination, he was the Lieutenant Governor’s Chief of Staff and the campaign director for Colorado Commits to Kids.


Isabelle GIRAUDON

Isabelle Giraudon is an epidemiologist working at the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA, Lisbon, Portugal). She is currently responsible for two of the five key epidemiological indicators monitored by the Agency in 30 countries (‘Drug-related deaths’ and ‘Drug-related infectious diseases’). She received a Master in Public Health from Bordeaux University France, and completed her Public Health and pharmaco-epidemiology training in Paris and international intervention epidemiology training (EPIET) in London. She has worked in France, Africa and in the UK before joining the European Agency. She is a member of the scientific committee of the French monitoring centre for drugs and drug addiction (OFDT) since 2015, and of the steering group of the European sentinel network of hospital emergency services (Euro-DEN) since 2013. Her monitoring and publication areas include overdose and overall mortality among drug users, drug-related emergencies, Early Warning Systems on new psychoactive drugs and intervention epidemiology.

Isabelle Giraudon est épidémiologiste à l’Observatoire Européen des Drogues et des Toxicomanies (OEDT – Lisbonne, Portugal) . Elle est responsable de deux des indicateurs épidémiologiques clés monitorés par l’Agence dans 30 pays (‘Décès liés aux drogues (DRD)’  et ‘Maladies infectieuses liées aux drogues (DRID)’. Après un master de Santé Publique à Bordeaux, elle a complété sa formation de santé publique et de pharmaco-épidémiologie à Paris, puis sa formation internationale d’épidémiologie d’intervention (EPIET) à Londres. Elle a travaillé en France, en Afrique et au Royaume Uni avant de rejoindre l’agence Europénne. Elle est membre du Collège Scientifique de l’Observatoire Français des Drogues et Toxicomanies (OFDT) depuis 2015, et du groupe de pilotage du réseau sentinel Européen des services d’urgence (Euro-DEN) depuis 2013.
Ses domaines de surveillance et de publication incluent les overdoses et la mortalité parmi les usagers de drogues, le monitorage des urgences, les systêmes d’alerte rapide sur les nouvelles drogues de synthèse, et l’épidémiologie d’intervention.

Rodrigo GUERRERRO, MD

Graduated as MD from Universidad del Valle, Cali, Colombia; had a M.Sci., Dr.P.H. in Epidemiology from Harvard University. Has spent his life in academic and administrative activities such as teaching, Dean of Health Sciences and President of Universidad del Valle; Director of University Hospital, Secretary of Health of Cali. In 1992 was elected Mayor of Cali and developed a successful approach to urban violence prevention. After leaving the Mayor office joined the Pan American Health Organization in Washington. He is a member of the US National Academy of Sciences, Engineering and Medicine, and member of CISALVA, Violence Research Center of Universidad del Valle. In 2008 was elected city counselor and in 2012 was elected Mayor of Cali for a second term, that ended December 2015.

He was Director of Fundacion Carvajal, a social development institution in Cali. Currently works  in VALLENPAZ, a non profit corporation devoted to help peasants in conflict ridden rural areas. He also works in CISALVA is interested in projects to prevent youth violence and child abuse.


Carl HART, PhD

Professor Carl Hart is the Chair of the Department of Psychology at Columbia University. He is also the Dirk Ziff Professor (in Psychiatry) in the Departments of Psychology and Psychiatry. Prof. Hart has published nearly 100 scientific articles in the area of neuropsychopharmacology and is co-author of the textbook Drugs, Society and Human Behavior (with Charles Ksir). His most recent book, High Price: A Neuroscientist’s Journey of Self-Discovery That Challenges Everything You Know About Drugs and Society,” was the 2014 winner of the PEN/E.O. Wilson Literary Science Writing Award. He has also been presented with numerous other awards including Columbia University’s Presidential Teaching Award and the Humanitarian Award from Mothers Against Teen Violence. Prof. Hart has appeared on multiple podcasts, radio and television shows includingReal Time with Bill Maher and The O’Reilly Factor. He has also appeared in several documentary films including the award-winning “The House I Live In.” His essays have been published in several popular publications including The New York TimesScientific AmericanThe NationEbony, and O Globo (Brazil’s leading newspaper).

Marie JAUFFRET ROUSTIDE

Sociologue, chargée de recherche Inserm au Cermes 3 (Inserm U988/EHESS/UMR CNRS 8211/Université Paris Descartes). Diplômée de sciences politiques et d’un doctorat de sociologie, Marie Jauffret-Roustide mène un programme de recherche à l’Inserm intitulé « La réduction des risques : pratiques, savoirs et modèles politiques ». Elle met en oeuvre une approche pluridisciplinaire alliant sociologie, science politique, et santé publique. Son programme de recherche se propose d’analyser conjointement les politiques publiques et les pratiques sociales des usagers dans une perspective internationale. Elle coordonne actuellement une recherche sur l’acceptabilité sociale des salles de consommation à moindre risque, est investigateur de la cohorte COSINUS sur le site de Paris et mène une recherche sur la la construction des savoirs usagers et professionnels autour de l’injection. Elle est également co-investigateur du programme Pride sur la réduction des risques en prison, avec le Dr Laurent Michel. Elle est membre du conseil scientifique de l’OFDT et co-coordonne le programme D3S « Sciences sociales, drogues et sociétés » de l’EHESS, avec le Pr Richard Rechtman.

Didier LAUREILLARD, MD

Le Dr Didier Laureillard est spécialisé en maladies infectieuses, notamment dans l’infection par le VIH, la tuberculose et les hépatites virales. Il travaille comme praticien hospitalier dans le service des maladies infectieuses et tropicales du CHU de Nîmes depuis octobre 2014. Il est également chercheur dans l’équipe du Pr Van de Perre à Montpellier (UMR 1058_Inserm, EFS & Université de Montpellier).

Dr. Didier Laureillard a une large expérience internationale avec plus de 15 ans à l’étranger avec Médecins sans frontières et des agences de recherche, en particulier en Asie du Sud-Est. Récemment, il a travaillé 4 ans au Vietnam en tant que représentant de l’Agence Nationale de Recherche sur le VIH / SIDA et les hépatite (ANRS) avec Pr. Françoise Barré-Sinoussi, coordinatrice du site ANRS Vietnam. En mars 2017, le Dr Didier Laureillard a succédé au  Pr. Françoise Barré-Sinoussi comme coordinateur du  site ANRS au Vietnam.

Au cours de ces années, il a su développer au cours de ces années une expertise reconnue dans le domaine de la recherche clinique. Il est notamment investigateur principal de plusieurs essais cliniques passés et en cours sur la co-infection tuberculose et VIH. Depuis 2013, il a activement participé au développement du programme de recherche DRIVE soutenu par le NIDA et l’ANRS, visant à éradiquer la transmission du VIH parmi les usagers de drogues d’Haiphong, ville de plus de 2 millions d’habitants au Vietnam. Dans ce contexte, le sujet des hépatites virales est, tout naturellement, devenu une de ses priorités en matière de recherche et un nouveau projet ambitieux d’élimination de la transmission de l’hépatite C parmi les usagers de drogues de Hai Phong devrait démarrer en 2018.


Fadi MEROUEH , MD

Le Dr Fadi Meroueh est praticien hospitalier addictologue, chef de service de l’Unité Sanitaire de la Maison d’Arrêt de Villeneuve les Maguelone, rattaché au Pôle urgences du CHRU de Montpellier..
Il assure aussi des vacations au CSAPA Arc en Ciel à Montpellier où il assure une consultation dédiée à la prise en charge de l’hépatite C chez les personnes vivant avec une addiction et dans le Service d’Hépatologie CHU de Montpellier. Il est Expert consultant dans divers organismes nationaux (sidaction) et européens (emcdda, ecdc,…), vice président de la fédération européenne d’HWB (HealthWithoutBarriers)


Linda MONTANARI

Sociologist, with a master degree in health sociology, she has worked in the drug treatment services in Italy for 7 years where she has implemented the local drug treatment monitoring system.

She joined the EMCDDA in 2000as coordinator of the data quality assessment of countries’ reports.

Since 2001 she has been coordinating the implementation at European level of the treatment demand indicator, an international reference tool for data collection on people entering specialised treatment for drug use.

Since 2008 she has been working in the area of drugs and prison, contributing to the definition and implementation of a methodological framework for monitoring drugs and prison in Europe; this has the objective to increase availability of information and improve cross country comparability of data on drug epidemiology among prisoners and drug related interventionsin prison.


Ivan MONTOYA, MD, MPH

Dr. Montoya is the Deputy Director of the Division of Pharmacotherapies and Medical Consequences (DPMC) and Senior Medical Officer at the National Institute on Drug Abuse (NIDA). He received a Doctor in Medicine degree from the University of Antioquia (Colombia) and a Masters in Public Health from The Johns Hopkins School of Public Health. He completed residency training in Psychiatry at the University of Antioquia and the Johns Hopkins University. He has been a Fulbright-Hubert H. Humphrey Fellow at The Johns Hopkins School of Public Health, Visiting Fellow at the Intramural Research Program of NIDA, Director of the Practice Research Network of the American Psychiatric Association, and consultant for the World Health Organization. He has published extensively in the areas of etiology, prevention, treatment (pharmacological and non-pharmacological), and medical consequences of drug abuse.


Maria MUÑOZ CAFFAREL, PhD

María Muñoz Caffarel works as a principal investigator in Biodonostia Health Research Institute, San Sebastian, Spain, where she leads a research line focused in finding new therapeutic strategies for breast cancer.

She obtained her PhD degree in 2008 in the Department of Biochemistry and Molecular Biology of Complutense University in Madrid. During her PhD, shecharacterized how cannabinoids have antitumoural effect in breast cancer.

In 2009, María moved to the University of Cambridge (UK). There, she worked for more than 5 years in different projects in breast, cervical and head and neck cancer.

Maria moved to San Sebastian in 2015, after she was awarded a prestigious competitive Research Fellowship from Ikerbasque (Basque Foundation of Science) to start her own research group.


Ivana OBRADOVIC

Ivana OBRADOVIC est sociologue, spécialisée dans l’analyse des politiques publiques liées aux drogues, en particulier dans le champ pénal. Elle est directriceadjointe de l’Observatoire français des drogues et des toxicomanies (OFDT) et chercheure associée au Centrede recherche sociologique sur le droit et les institutionspénales (CESDIP). Elle a enseigné à l’Université de Picardie Jules-Verne et à Sciences Po Paris. Ses travaux les plus récents portent sur les réponses publiques à l’usage de cannabis en France et, dans le cadre de l’étude Cannalex, la comparaison internationale des politiques menées à l’égard du cannabis, avec un intérêt particulier pour les initiatives de régulation du cannabis menées aux Etats-Unis et en Uruguay.

Emmanuelle PEYRET, MD

Emmanuelle PEYRET est Praticien Hospitalier Psychiatre Addictologue à l’hôpital Universitaire Mère- Enfant Robert Debré à Paris où elle assure la coordination médicale d’une Unité Fonctionnelle d’Addictologie.

Elle a commencé à travailler avec des usagers de drogues en 1996 au Centre Monte-Cristo à l’Hôpital Laennec  à Paris , puis dirigé une équipe de liaison et de soin en addictologie à l’Hôpital de Poissy-Saint-Germain en Laye avant de créer une structure d’addictologie adossé à un service de pédopsychiatrie dans un hôpital Mère-Enfant. Son activité est centrée sur la prise en charge des conduites addictives des plus jeunes mais également des parents autour de la périnatalité. Elle a des engagements dans plusieurs associations comme le groupe d’étude Grossesse et Addiction (GEGA), l’association ELSA France, la collégiale d’addictologie de l’APHP et ASUD.

Emmanuelle Peyret is Senior consultant, psychiatrist and addiction specialist, at the university hospital Robert Debré in Paris (child and maternity) where she leads the Unit of addictology. She started working with drug users in 1996 at the Monte Christo center in the Laennec hospital in Paris, and then led the liaison team in addiction at the Poissy Saint Germain en Lay hospital before creating an addiction structure in a mother-child hospital. She works on addiction of the youth and around birth. She is committed in numerous associations like the Addiction and Pregnancy Research Group (GEGA), the French association of liaison in addiction (ELSA), the addiction collegiate of the Parisian hospitals (APHP) and the French drug- users association (ASUD).


Mimi PIERCE

Mimi Pierce was born and raised in Canberra, Australia.  She received a Bachelor of Biomedicine with First Class Honours from The University of Melbourne in 2013.  It was there that her interest in addictive disorders began with a minor in pharmacology.  In 2013 she moved to Amsterdam for exchange studies at the Amsterdam University College.  There she developed her interest from another perspective during a humanities subject, Addiction and the Modern Subject.  After studying the Dutch language for a year, in 2014 she began a Bachelor of Medicine in Dutch at the University of Amsterdam.  For her final bachelor thesis she conducted a meta-analysis and review on high dose and low dose baclofen for the treatment of alcohol dependence,under the supervision of Dr Wim van den Brink (UvA/AMC).   For this paper she was nominated for the best medical bachelor thesis 2017.  There were 10 nominees and the winner will be announced in November this year.   She recently received her Bachelor of Medicine with distinction/cum laude.  This year she will commence her Master of Medicine.

Perrine ROUX, PharmD

I am a pharmacist and public health researcher with expertise working in the fields ofHIV, Hepatitis C, addictions, and drug policy. I am currently researcher at INSERM U912 – SESSTIM in Marseille working in several projects related to access to care and prevention for drug users. Currently I am in charge of several research projects including community-based projects:

-OUTSIDER project to evaluate a community-based outreach educational intervention for safer injection,

-EUROSIDER project to validate an educational intervention for people who inject drugs at a European level.

-COSINUS cohort to assess the effectiveness of safer injecting facilities in France,

-STIMAGO pilot study to evaluate the risks/benefits of methylphenidate for cocaine dependence,

-BupIV clinical trial to evaluate the effectiveness of intravenous buprenorphine for opioid dependence.


Javier SAGREDO

Until October 2016, for more than three years, he has been a regional advisor on citizen security and democratic governance for Latin America and the Caribbean at the United Nations Development Program (UNDP). In that post, he has promoted and participated in the construction of a sustainable development approach to address drug policies, channeling the work of UNDP in the discussions around the UNGASS 2016.

He has previously worked for 14 years as Senior Adviser, Section Chief and Program Officer at the Secretariat of the Organization of American States (CICAD / OAS), working in key areas of public policy-making on drugs in the countries of Latin America and the Caribbean.

He currently works as an independent consultant in Latin America and in Southeast Asian countries advising on the reform of criminal and drug policies from a sustainable development perspective, and supporting civil society organizations in defining strategic approaches, evaluation of local and rural development initiatives, analysis of the context and actors involved on drugs and sustainable development, as well as in the construction of a global framework of new metrics for evaluating drug policies, based on sustainable development.

Javier also accumulates 7 years of work in the field of international relations in the academic and municipal sphere, and in international legal advice, both in Spain and in Belgium. He studied a Diploma in Decentralization and Local Development in Latin America at the Alberto Hurtado University in Chile, a Master’s Degree on European Union Integration and Law from the Free University of Brussels (Belgium) and a Law Degree from the University of Salamanca (Spain) and the National University of Ireland in Galway. He is currently a doctoral student in Social Economy, Cooperatives and Non-profit Organizations of the University of Valencia (Spain). Since 2016 he has been a member of the Expert Group on the Economics of Drug Policy at the London School of Economics (LSE / IDEAS).


Roger WEISS, MD

Roger D. Weiss, M.D., is Professor of Psychiatry at Harvard Medical School and Chief of the Division of Alcohol and Drug Abuse at McLean Hospital in Belmont, Massachusetts. He has been Principal Investigator on numerous NIDA or NIAAA grants, and he  recently led a multi-site national study of the treatment of prescription opioid dependence, as part of the NIDA Clinical Trials Network. He has authored over 300 articles and book chapters as well as 2 books, is a member of numerous journal editorial boards, and has participated in a number of prominent national committees, including serving as Vice Chair of the American Psychiatric Association Task Force on Practice Guidelines for Patients with Substance Use Disorders.
